Declaration on Social and Legal Principles relating to the Protection Union and Welfare of Children, with Special Reference to Foster Placement and Adoption Nationally and Internationally (1986)

Declaration, which states that the child shall, wherever possible, grow up in the care and under the responsibility of his parents and, in any case, in an atmosphere of affection and of moral and material security, Concerned at the large number of children who are abandoned or become orphans owing to violence, internal disturbance, armed conflicts, natural disasters, economic crises or social problems, Bearing in mind that in all foster placement and adoption procedures the best interests of the child should be the paramount consideration
